Representatives from the Democratic Republic of Congo (DRC) government and the Alliance Fleuve Congo/Mouvement du 23 mars (AFC/M23) have reached an agreement to establish a dedicated mechanism. This body will be tasked with scrutinizing the advancements made and addressing any emerging challenges in fulfilling the commitments outlined within the Doha framework agreement. This significant development in African politics was confirmed in a statement released on Saturday, August 22.

Notable achievements highlighted include the successful formation of the secretariat for the Expanded Joint Verification Mechanism Plus (EJVM+). Furthermore, an EJVM+ reconnaissance mission was successfully carried out on August 20, benefiting from the vital logistical assistance provided by MONUSCO. This preparatory mission precedes the inaugural ceasefire verification operation, which is slated for August 24 in Minembwe.

Another crucial step forward involves the consensus on implementing a standardized methodology for accurately documenting and reporting any violations of the ceasefire.

A road map for peace and commitments

The involved parties have meticulously crafted a comprehensive roadmap, which delineates the specific stages and the timeline for ongoing negotiations under the umbrella of the Doha Agreement. They have emphatically reiterated their unwavering commitment to continuing these discussions, aiming for a lasting and comprehensive peace. It was also clarified that the sequence in which protocols are negotiated does not dictate the order of their subsequent implementation.

Both the DRC and AFC/M23 representatives extended their profound gratitude to Qatar, the United States, Togo, Switzerland, and the African Union Commission for their steadfast and invaluable support in fostering peace across the Eastern DRC and the broader Great Lakes region, a critical area for pan-African news.

Massad Boulos, who serves as the senior advisor to the US President for Africa and the Middle East, conveyed his perspective:

“I am pleased to observe further progress stemming from the meetings held in Switzerland, aimed at advancing the Doha Framework for a comprehensive peace agreement between the Government of the DRC and the AFC/M23. The United States remains committed to promoting peace and stability throughout the Eastern DRC and the Great Lakes region.”
